Yes, doctrines like this are meaningless. Let's scrap all anti-proliferation treaties, the IAEA. The whole lot. All the major armies around the world have been paranoid about them for no reason.

While we are at it, let's scrap the UN too, as it is in and of itself an emanation of such competing doctrines.
