I think japanese culture promotes detail oriented excellence.
That aligns very well with roms or ship-it-once firmware.
However, I don't know if it can easily keep up with whip-something-together-with-jquery-and-get-funded sorts of things in startups (and even established companies). and if they catch up, the startup guys have whipped up 5 versions of craptacular sofwtare that is at least more visually appealing.
