The gas was already off, so what would’ve the US exactly achieved with it, accounting for the non-trivial risk of getting caught?

as far as I know, the gas was not off; massive quantities of gas were released. I recall reading about bubbles 1km in diameter

From what I understand, the pipe was full of mostly stationary gas - it wasn’t flowing at an economically significant rate. That is effectively “off”
