I think it's not related to (Estonia's) E-residency program, but requirements by the EU to physically verify non-EU citizen bank account owners. Similarly, (non-eu) expats who moved to Estonia with a D-visa but have not received their residency permits yet cannot get a bank account until they receive so. |
