This makes no sense. Some people commit multiple crimes. If everybody who committed crimes were in jail then only new criminals would commit crimes.

Don't get me wrong, doing certain other things may also help reduce crime, but it is not the only way to reduce crime.

If everybody that committed crimes was in jail, there would also be less "street justice" which would further reduce crime.
