As a first step, I wouldn't mind it if countries generally adopted a system where anyone in the world could simply pay for access at a rate comparable to the public TV tax. The obvious downside of this system is that it would be expensive for certain networks (sorry Norway TV fans) but it would get the ball rolling. |
