Could a 3rd-party company offer this? I.e., they own and operate the Presidential-like cars, and are a contractual middle-man between Amtrak and the riders?

Not the same, but I'm up the road from the Strasburg Railroad and they have some fancy cars you can dine in. I would love something like that from Lancaster to Philly or Philly to NYC https://www.strasburgrailroad.com/

There's a company that operates a route between Chicago and New Orleans with a restored Pullman, attached behind a standard Amtrak car. See:

The economics of it are likely difficult, but there's at least precedent.

They should call it the Precendtial!
