A few of things.

1. ARM is most certainly retaliating at Qualcomm for lobbying governments to cancel the Nvidia deal.

2. Qualcomm's Nuvia is a direct threat to ARM's business. If Nuvia is much better than stock ARM cores, it will take away ARM's more lucrative business of licensing their designs. For example, Qualcomm currently uses stock ARM core designs in their top tier Snapdragon SoCs. They want to switch to Nuvia core designs to better compete with Apple and to enter the laptop/server markets.

3. ARM is making peanuts in revenue compared to Qualcomm. ARM wants a bigger piece of the pie.
