One could say it kills problems, or headaches, or anxiety. But what does it create? It creates bills. "Perverse" seems like a pretty good descriptor.

Perhaps "ironic" would be a better word. :-)

ironic: adjective, happening in the opposite way to what is expected, and typically causing wry amusement because of this.
