I think it's a fair criticism of the jones act that it hasn't delivered on its goals of keeping a vibrant commercial shipbuilding and shipping industry in the US for the purpose of supporting our military in case of war. Is seven active shipyards sufficient if we need to mobilize a war effort? Do ships matter as much to logistics in modern warfare? Is our domestic production capable of building trans-oceanic capable ships when international shipping is not protected? Similarly, the costs of the act are not evenly distributed, with Puerto Rico and Hawaii particularly burdened by higher shipping costs. |
