As described in the book, the ease with which advanced civs can destroy other civs would likely cancel out any % of visibility in this model.

Which is inline with the simulation (and real world military); the ability to detect is more important.
It’s not though? In the sim you can only kill civs with a lower power.

Power is important, but not the most important factor. He states that he needs to collect more data, but within his current dataset there is a clear and visible preference in the surviving population.
