Interesting. It does seem like software engineering fits the three required criteria in the definition provided. So it seems like it's possible for it to start being licensed at such. That's taking the article literally. The more cynical interpretation is that the definition they give is neither here nor there and what they are really saying is "we get to decide what is and is not an engineer".

Each province gets to do that by law. There’s absolutely no problem calling yourself a Software Engineer in Canada if you are a licensed engineer in the province in which you practice.
