New Zealand does not require ID at the voting booth. We would generally be considered to be near the top of the list for "remotely democratic countries".

Australia doesn't require ID either.

If I understand the simple Australian guide bellow correctly anyone who knows your name and home address can vote in your place. The only good thing about it is that abuse of that probably doesn't scale well.
