it would be easier if twitter just ported itself to Secure Scuttlebutt or the myriad other p2p/dweb projects.

The reality is that Twitter will never do that. They have absolutely no reason to.

Regulation could give them a reason to, but there's a conflict of interest when the controlling interests in government would prefer to ask the FBI to suppress inconvenient speech[0] on the dominant platforms.
