You can tell because China has never said that it intends to invade Taiwan, and you have no inside information. Uh dude, they repeatedly make it clear the option to invade is on the table, and they've even withdrawn a previous promise not to send military occupation forces. And if you haven't been paying attention: a little more than a month ago they conducted live-fire exercises that looked a lot like practicing for a blockade of Taiwan. That's all out in the open.
