Zoomer here. I attended a Catholic school and can assure you that in second grade, I did indeed learn how to read and write in cursive.

Not sure if this is limited to the school that I attended.

That's the same for me. I had to use it for every (non-math) assignment from 3rd through 6th grades.

I found it much slower and more cumbersome, and I have not used it since.
