I think it is meant as an open-source product OEMs can put on their TVs instead of some in-house Android TV derivative.

Sadly it's a non-starter without widevine certification.

Is "capable of Widevine certification" not tantamount to "Has HW/FW/SW in place to securely lock out the user/owner, and introduce backdoors"?
Most likely, but I mean from OEM's point of view. Noone wants to sell a TV that can't play Netflix.
