The issue is that states are largely arbitrary historical accidents.
You'll need this for a variety of things. "Vice" states are located next to more conservative states. Consider the states of New Hampshire, Delaware, Pennsylvania, and South Carolina. In the case of healthcare, states have a tendency to shift costs elsewhere. As in, send the sick person to New York City. |
