A complaint that the bill is "compliance intensive" could mean that the "startups" don't want to comply (so it must be a good bill), that the bill imposes expensive and unnecessary bureaucracy, or both. Correspondingly, the government could be caving in to private interests, wisely redesigning a bad law, or both. |
