Not everything is political. I can tell you this because I work with many of indian government departments very closely. The reservations JPC highlighted will be studied and after consultation with stakeholders it will tabled again. FYI - The committee chairman and the IT Minister are from the same political party yet they disagreed and bill got pulled.
