I believe they also changed it so the M1 can load non Mach-O executables or something.
I don't think that's as much of a contribution to Linux as it is to Windows (or hell, even Android for that matter). Even with that considered, the only change they made was one that was unnecessary on x86 machines. They were basically bringing M1 up to parity.
