This is actually one of the most common TCPA claims out there these days. They are sometimes referred to as “wrong number“ claims, or “reassigned number“ claims. You get a cell phone with a new number, and the old owner of that number was, for lack of a better word, a deadbeat. You spend the next 5 years being hounded by the previous owner’s collectors.
