While total economic isolation would be nice, that's never been the target. Energy exports have been allowed throughout, with Europe trying to figure out how to reduce dependency. Most of the sanctions has focused on import isolation, and that appears to be moderately successful. That energy exports are continuing to happen to a nation that never signed on to sanctions is not evidence of isolation failure any more than an ex-boyfriend going to McDonalds is a violation of a no-contact restraining order. |
