I'm wondering if anyone has attempted to categorize sites or domains into a taxonomy and allow for browsing (and searching) within a well defined structure?

Well, that's actually how we used to do it back in the days. See DMOZ (https://en.wikipedia.org/wiki/DMOZ) which is now apparently reborn as Curlie (https://curlie.org/en/Science/).
