How do 2 locked down phones that have not done so before do a facetime call? As neither one will accept the others call.

A logical solution would be for it to work if they have each others number in their address book, but I don’t know what they chose.

Initiating the call counts. So both parties initiate a call, which both phones deny. The second attempt works.
