To be fair, https://dontasktoask.com/ should be basic etiquette on any chat platform at this point. I understand that some people may not be familiar with this etiquette but I won't be surprised if someone doesn't receive a response to "Hello anyone here?". What does one expect in this case? If there are 13 people online, all of them should reply "Yes, I'm here"?

I think you missed the point.

Irc is basically a ghost town apart from random noise compared to other popular communication channels.

Ah, yes, smaller channels can certainly seem that way and the join leave logs are basically spam.

For what it's worth, I've been active on three channels in the past few months — #openwrt on OFTC, #vim and #neovim on Libera. I've always got responses fairly quickly on #openwrt and #vim.
