While most of the things here are desirable to a user I imagine the cost of compliance would be enormous for Apple, not to mention that it will take years.

Even if they do comply, I wouldn't imagine them enabling these for NON-EU countries. They might do a fork and provide slow updates to EU customers or some other way of punishing the users.

On the side of the EU, the legislation is a bit too targeted causing a bit of concern to wheather they found the right balance between user rights and stifling private companies.

Some of EU legislation has had disastrous side effects like GDPR, this might as well bring unexpected consequences.
