So you may not use it, at all, ever?

When I read that same bit it sounds more like you can offer a product, such as some tool for your service, built on top of the library. You can't offer the library itself as your product.

My best guess at a transition point would be, does reading the documentation of the library help the end user? If so you are probably releasing the library as a product and not your own product.

Agreed, it's a shame the wording on this license is so confusing as it's a really nice framework... just way to confusing about what you can/can't do with it
These custom licenses make it too difficult to reason about, without hiring an attorney to verify assumptions
More of the "Amazon can't use this to compete with us" stuff?
It just looks like their legal department was bored and/or doesn't get software.
