I do think that's central to it, the managerworld is not profit driven necessarily, but it is quite focused on success, failure, and iteration driven by these heuristics. The focus on management prevents the creation of a central legitimating narrative, which differentiates them from the central political sphere of the state, even as their ideology infects the state.
