In the US uni system usually there are prepaid mandatory meal plans. The student can not afford food outside of their prepaid meal plan at the cafeteria.

If this is still good food and cheap enough I still feel this is totally okay.

It's not cheap, and it's usually pretty shitty food. It's just convenient when your next class is in 10 minutes.
