What you said is correct. But then for someone to build the "killer software", they need to be attracted to the language in the first place. The language needs to excite the programmer behind a (future) breakout project.

Sometimes the language is chosen by luck (e.g. company requires it) but many times a programmer will make an explicit choice to use that language.
