This is sort of like the saying "Guns don't kill people, people kill people" and having had the chance to spend time around Navy SEALs when I was on active duty I can assure you that the will and ability to kill doesn't rely on any tool, implement, or device but on the cold-hearted commitment to take the life of another. Granted, in the military context this is framed as being a noble thing in the defense of a nation but it's still a violent act that runs contrary to the "basic programming" of human nature and requires viewing your enemy not as a human with dignity and worthy of empathy but as a monster to be slain. Taking this out of the military context I have to ask if a fraction of the time or effort is being spent on trying to understand why the perpetrators of gun crime decided it was necessary or good to take the lives of fellow humans. If we don't seek to understand this breakdown of the spirit then no controlling of dangerous devices will put a stop to those with murderous intent.
