I'm wondering is there any specific way you know to improve the quality of your resume? (For example https://www.levels.fyi/services/resume or hire someone on fiverr\upwork) Maybe you know something better.

Do you think it makes sense to use such a service? Do you think CV\resume matters? What else do you think makes sense to look into before looking into new jobs?
