Stupid question: if tobacco is a plant, and nicotine is naturally occuring and not added to the tobacco, how can this be done?

In the article, it says that nicotine is an additive, but then later on states the reduction could be accomplished by blending the tobacco leaves with other stuff to lessen the nicotine..

I'm not sure this writer even knows what's up.
