Pretty sure that you can scroll non-active windows. Just tried it to be sure.

it didn't work in Windows 7, though. If my memory is correct, that means that it's not a super-new feature, but still relatively newish.

Windows 10 (at least the first version) came out seven years ago. It's not even new anymore, it's well on its way to just becoming... old?
