Can someone provide context on this journal, this article, and it authors?

It's seems what they are saying is verboten, and I am doubtful something like this would ever be published in the lancet or any other major journal, even if correct.

Which leads to my question about context for how this article came to be published. I'm interested if this is science on the fringe, or if the scientific establishment is now softening to allow dissent and views that could lead to vaccine hesitancy.

It's just a Letter- it carries little or no weight. And it looks like it's from a cardiologist- somebody with no deep/special knowledge of the immune system or viruses https://www.researchgate.net/scientific-contributions/Kenji-... See the impact metrics on their main page, https://virologyj.biomedcentral.com/ it's a fairly low impact factor, meaning few people cite papers (or letters) from it.
