New car models take time to develop. Factories and supply chains take time to build. 10 years is basically telling car companies to stop developing ICE cars right now and go search for more supply of battery materials. And government has the power to change things. Europe has a 12% BEV share in new cars because of subsidies and regulations: https://cleantechnica.com/2022/05/29/stellantis-wins-1-2-in-...
