What about Eucalyptus[1] for instance (no affiliation)? it's open source, can be installed locally, and specifically mentions compatibility with AWS. I have personally used it with both official AWS and third-party tools to reproduce the deployment and use of an existing setup on AWS, and it worked very well for me.
