How did this post end up in Ask HN, since its missing the “Ask HN”?

Because you can either post a URL, or you can post text. If you post text, then it ends up in "Ask HN". It's convention to begin the title with "Ask HN" to avoid confusion, but the server software doesn't care.

- it's a text post, so not a link to anything.

- the title ends in a question mark.
