Get a strong documentation trail going, send an email indicating you need to speak with them about x, you're free anytime they are, send calendar invites etc. Once you have their explicit refusal or implicit from negligence -- go to skip level (boss of your boss) and be prepared to need to move in the org as retaliation is too likely to risk. |
