Title is incorrect - the page says you simply cannot buy new apps. You can still download apps previously paid for, and you can download new free apps.

I don't think this is true. They specifically added the line "As part of our compliance efforts, Google Play is blocking the downloading of paid apps and updates to paid apps in Russia starting May 5, 2022." to their announcement.

I believe Google forgot to update their FAQ. Halfway through April, before the notice was added, the FAQ was exactly the same [1]. Now, the notice has been extended to say you can't download paid apps [2].
