I got excited because I thought this was talking about linux systems engineers and how that is a almost non-existent career path these days.

I would call people who write c/c++ code 'programmers' - interesting to see that title is not universal.

If you are wondering where all the c/c++ programmers (system engineers) are - they are in the defense industry - or at least all the ones that I know are.
