I believe that in the past you could move residences for free, but there was a time delay. Isn't this so you can move frequently/often? Eg. On a boat or in an RV?
Given the slightly higher computational and energy costs of tracking a moving object with their phased arrays on the satellite it’s seems fair to me.
My only question is if they carry it to the logical consensus after putting it into mobile service on the ground and in aircraft by making it available to people building satellites, given they are involved in the proposal process NASA opened up for replacing TDRSS over the next couple decades, it’s an interesting (if unlikely) possibility that they might just reuse the same phased array based architecture from stationary surface terminals all the way to low earth orbit satellites and space stations.
