While perhaps technically correct (the best kind) this misses the colloquialism. Someone who goes out into the world, improves themselves, and tries to show that to other people will have more opportunities to be lucky than someone who does none of these things. Obviously both people can strike out, but the person who never tries is way less likely to succeed. |
