Prometheus addresses this:

If we stopped this process to replicate one of the iterations of the cell to many cells, we could make more fuel, but we wouldn’t learn any more, we’d use up a lot of time and materials, and it wouldn’t prove that we can compete with fossil fuels on cost - the thing that matters.
