At least in the US it is illegal for TV (that is, real television, not streaming) to play ads louder than the regular programming (and has been in the last decade). So that app could also auto fill the FCC complaint form[1]. Meanwhile, some TVs and audio receivers have a "night mode" that limits the maximum decibels.
