I don't know if things changed now but I was reading an article about when the the military funded the development of GPS and it was run on quite a tight budget with fierce competitions among competing groups. And it still funded some of the most brilliant engineers and scientists to work critical problems like how make a tiny atomic clock with low power to win in a satellite. |
