In my opinion, there are enough alternative web browsers available and no substantial reason to bring Safari to windows. Most of the safari specific features that I can think of (ex. syncing tabs between iCloud devices) are things that benefit people already invested in the apple ecosystem and are likely mac users anyways.

I use Windows on the desktop and iOS for mobile for the same reason: they work best for what I use each form factor for. I want tabs to sync between them, but I don't see why they can't do that with the existing sync extension for other browsers. I get my Firefox bookmarks on my phone. Why not tabs through the same method?
