How to get an invoice?

For some strange reason it's still not possible to get an invoice and people and businesses are having issues with that.

ha ha... what? how is it even legal for goods without invoice to enter the EU?

I guess it's similar as when you buy through eBay or something (only guessing, not justifying it)

Until a while ago it was notoriously difficult to get an invoice when buying from Amazon Europe.
