Probably the same 3 reasons that seem to drive most authoritarian stay-the-course decisions: * Can't admit the original plan isn't working without appearing weak. * Operating on information corrupted by "compounding optimism" from every level of subordinates. * Repercussions for bad outcomes are unlikely. |
